Why do police have quotas? If a doctor went around intentionally sneezing on people to get more patients, that would be seen as a travesty to their profession. But police, can sit around and wait for someone to turn on a red light or commit other mundane ‘offenses’ because they have quotas to meet. Quotas also explain why small and simple offenses like drug possession is MUCH more likely to be pursued by law enforcement than violent and sexual crimes like rape and domestic violence. Think about it, in the time it would take for a small team of cops to catch and prosecute a single serial rapist, they could arrest 30 people for possession or selling drugs. Quotas effect the types of crimes and people charged.
